Chapter 9: The war drillers
Without knowing it, but many of the participants on Sep11th, who had been part
of some war drills, "played" 9/11. The next few weeks, might already prove, who was "in" and who was "out". Will the real perpetrators loose their last drill?
Most obviously, one or more of the following persons, played foul play on that morning:
Air Force Maj. Gen. Larry Arnold
Shortly after 8:30 AM:
Air Force Maj. Gen. Larry Arnold asked:
'Is this part of the exercise? Is this some kind of a screw-up?'"
Arnold was at a command center at the Tyndall Air Force Base in Florida and part of the drill Vigilant Guardian...
In 2003, he claimed at the 9/11 panel, that "9:24 was the first time that we had been advised of American 77 as a possible hijacked airplane". Before he was focussing on Flight93.
He also stated, that he was not on an earlier open line established between FAA, NORAD and other agencies, including CIA and FBI, "at that particular time".
General McKinley helped out, that AFB Rome was on that line.
Responsible at Rome: Col. Marr.
However, Marr already reported earlier, that he called Arnold "right after 8:30 AM" about a hijack.
But commissioner Ben-Veniste, in charge of that question, didn't follow up on this info.
Arnold furthermore stated, that it's not to his knowledge, if the FAA "made a tape recording of these open-line communications".
Arnold also refered to the FAA, why he wasn't informed about the hijack of UA175, which "never turned its transponder off". (Commissioner Lehman, 9/11 Panel)
As we learned in May 2004, FAA Manager Kevin Delaney destroyed Air Traffic Controller Tapes, a "few months after September 11th".
Lieutenant Colonel Brad O. Buchanan
Commander of the 459th Aircraft Generation Squadron, Andrews AFB.
Andrews AFB is only 10 miles away from Washington DC.
However, no fighter was scrambled in time.
Lt. Col. Dawne Deskins, Head of NEADS
Also shortly after 8:30 AM, Col. Deskins, the mission crew chief for an ongoing exercise (Vigilant Guardian) on Sep11th, picked up the line and identified himself to the Boston Center controller.
'Uh, we have a hijacked aircraft and I need you to get some sort of fighters out here to help us out."
Gen. Ralph "Ed" Eberhardt
First Air Force Commander Eberhardt, a fanatical supporter of the missile defense scheme and the militarization of space. Eberhardt was Commander in Chief (CINC) of NORAD on Sep11th.
Major General Eric Findley
Canadian Major General Eric Findley, based in AFB Vandenberg/Peterson (Colorado) and in charge of NORAD that day, supposedly has his staff immediately order as many fighters in the air as possible.
Yet another account says those calls don't take place until about an hour later:
“By 10:01 a.m., the command center began calling several bases across the country for help.”
In march 2003, Findley, was promoted to Lieutenant-General and appointed Deputy Commander-in-Chief NORAD in Colorado Springs Findley.
Captain(N) Mike Jelinek
Canadian Captain Mike Jelinek, was at NORAD at the headquarters in Cheyenne Mountain at Colorado Springs, when he passed on a message from the FAA to yet another Canadian, Major General Rick Findley, who was in command at NORAD.
According to one report, "almost immediately, Findley commanded fighters into the air. The first fighter pilots were ordered to their jets at 8:46 a.m.".
Jelinek was later also part of a conference call that involved Bush.
Lieutenant-General George Macdonald
Acting Chief of the Defence Staff in Canada on Sep11th.
He "personally engaged the CDS and the Minister of National Defence" and "spoke with the Prime Minister". Two of the NORAD officers on Sep11th, were in key decision making positions:
Major General Eric Findley, Director Combat Operations, and Captain(N) Mike Jelinek
Lt. Col. Robert Marr (NEADS Rome, New York)
Officially, at 8:40 AM. EDT, Tech. Sgt. Jeremy W. Powell of NORAD's Northeast Air Defense Sector (NEADS) in Rome, N.Y., took the first call from Boston Center and notified NEADS commander Col. Robert K. Marr, Jr., of a possible hijacked airliner, American Airlines Flight 11.
Marr also claimed, that he wondered, "Part of the exercise?" (Vigilant Guardian).
Marr was responsible for coordinating the air defense strategy over the hard-hit area.
Barr confirmed to Toledo Blade that the Toledo unit played a critical role.
He called Maj. Gen. Larry Arnold, at Tyndall AFB, Fla.
But according to one article of Arnold knew already "shortly after 8:30 AM" about a hijack.
Marr then claimed, he had "only four armed fighter jets available" in his NORAD area of responsibility, from Minnesota to Maine to Virginia.

Maj. Gen. Richard A. Mentemeyer
USAF’s director of operations and training.
Commander of 305th Air Mobility Wing, McGuire AFB New Jersey.
No jets in time for New York. It was possible to send them within 7 minutes
Gen. McKinley
McKinley was one of the commanders of NORAD on Sep11th.
He also was in the planning of Amalgam Virgo 02, a drill which was planned right after June 2001.
Kinley claimed, "the nation's radars were, in retrospect, turned the wrong way".
Most possibly, a potential lie.
Lt. Col. Alan Scott
Col. Scott, already part of the drill Amalgam Virgo 01, in July 2001, was in charge of the 180th Fighter Wing - an Ohio Air National Guard unit based at Toledo Express Airport.
Officially it was the first unit outside the East Coast to answer the Air Force's plea for immediate help. But it didn't react in time.
According to the official Pentagon version, Toledo jets took off at 10:17, 15 minutes after the officially crash of F93.
But Flight93Crash.com reports an eyewitness saw an F-16 take off around 9 a.m., before the second plane hit the WTC. Mysteriously, the 180th's 44-year-old commander of operations, Pete Raffa, died of a heart attack in early December 2001.
Scott said in a 2003 hearing at the 9/11 panel, that they had at 8:40 in their logs "the first occasion where the FAA is reporting a possible hijacking".
Scott also claimed, that he "was upstairs with the crisis team", when Flight 93 was ordered to shot down, if possible.
Interestingly, at a panel session with the 9/11 commission in 2003, he didn't have his "tower logs" with him: "We'd have to go to the tower logs. We can get that for you. The tower log will show us what time that transmission was made. I don't know what time it was made."
Commissioner Ben-Veniste was in charge of the questions about a possible airspace shut-down over Washington.
Major Mike Snyder
Snyder, spokesperson for NORAD headquarters in Colorado, confirmed a "hijack" notification at around 8:35 AM.
However NEADS knew most possibly since 8:20 about a hijack or at least about the "turned off transponder"
Snyder later claimed, that "two F-15s on alert at Otis were not immediately ordered into the sky because a Cold War approach to air defense"
Tech. Sgt. Jeremy W. Powell
At 8:40 a.m. EDT, Sgt. Powell of NORAD's Northeast Air Defense Sector (NEADS) in Rome, N.Y., took the first call from Boston Center. He notified NEADS commander Col. Robert K. Marr, Jr., of a possible hijacked airliner, American Airlines Flight 11.

Amalgam Virgo 01
The multi-service exercise tested the defense and response capabilities to a cruise missile attack on Tyndall Air Force Base, Fla., June 1-4, 2001.
Coordinated by the Air National Guard's 1st Air Force and involved active duty, National Guard and Reserve forces, the U.S. Navy and Coast Guard as players.
Contributing to the air picture was the Navy Aegis cruiser, USS Yorktown, in the Gulf of Mexico.
Bin Laden was pictured on the cover of the proposal for the exercise.
Before 9/11, it was already planned that the next year's version of Amalgam Virgo would involve a simultaneous hijacking scenario.'

Amalgam Warrior 95-02
Two-day exercise that began April 25 included Elmendorf's 54th Fighter Squadron flying F-15s, the 517th Airlift Squadron flying C-130s and the 962nd Airborne Command and Control Squadron.

The VIGILANT GUARDIAN (VG) is a VIGILANT OVERVIEW (VO) Command Post Exercise (CPX) conducted in conjunction with USCINCSTRAT-sponsored GLOBAL GUARDIAN and USCINCSPACE-sponsored APOLLO GUARDIAN exercises. The exercise involves all HQ NORAD levels of command and is designed to exercise most aspects of the NORAD mission. One VG is scheduled each year.
In August 1975 the first of new series of quarterly NORAD exercises, Vigilant Overview 76-1, was conducted.
Amalgam 02

a joint U.S.- Canadian terrorism exercise run by NORAD called Amalgam Virgo II. Now the two planes, a Delta 757, with actual Delta pilots in the flight deck, will be hijacked by FBI agents as it makes its trip from Salt Lake City to Honolulu. That plane will be diverted in midair to Elmendorf Air Base in Anchorage, Alaska.
The other plane, a Navy C-9, acting as commercial DC-9, will be hijacked by Royal Canadian Mounted Police as is it goes from Whidbey Island at Naval Air Station to Vancouver International airport. Amalgam Virgo II was planned before Septmber 11th, and involves 1,500 participants, no live fire, though, and no paying passengers on board.
AMALGAM VIRGO 04 (AV04) is an annually held one-day, live-fly exercise. The exercise date is August 4, 2004
