Building up to 9/11
"...A White House panel of space experts, wrestling with questions about how to pay for expeditions to the moon and Mars, wants NASA to give private companies a broader role and a greater share of the financial burden.
The presidential commission will recommend that NASA's role in missions be limited to "areas where there is irrefutable demonstration that only government can perform the proposed activity," according to a summary of its conclusions obtained by The Associated Press.

As we pointed out in prior chapters, what once started as "Star Wars" under Ronald Reagan,
was already silently refreshed in 1997/1998 under President Clinton.
A renewed business knew, they would suceed.
All it needed, was another "Pearl Harbour" and they knew, it was already in planning,
some patsies already in the United States, carefully observed by the FBI, CIA and NSA...
Forget the oil. 9/11 was about "everything".
As already documented before, the following years included a complete and strategic restructuring- and privatization process of BioPharmacy and -defense, Vaccination Policy, Energy, HealthCare, Money Currency, Surveillance, Disabling of rights, Privatization of Defense generally (PMCs) and finally oil and their pipeline and price structure business.
Most obviously this whole "evolution", which should include an attack at the end, was sponsored by a huge drug- and nuclear technology black market (see Randy Glass), which almost included 14 countries, including Pakistan and most obviously, as a puppet partner (and future target for an invasion) for money laundering: Saudi Arabia.
Also most helpful: ideological puppets from Israel-Washington think tanks and their allies, the Neocons, as resembled in PNAC (inspired by IASPS in 1993).
But the biggest profit of 9/11 was planned with "Space":
In January 1998, NeoCon Dr. Stephen "TortureGate" Cambone became Staff Director for the Commission to Assess the Ballistic Missile Threat to the United States (see Chapter 7).
From August 1998 to July 2000, Cambone was the Director of Research at the Institute for National Strategic Studies, National Defense University (INNS/NDU).
During that period, on March 5, 1999, the Air Force announced an "increased investment in space S&T programs", especially in California, Florida (Tyndall AFB), Georgia, Massachusetts, New Mexico, New York (Rome Laboratory), Ohio (Wright-Patterson AFB), Oklahoma, Texas (Brooks AFB), Virginia (Arlington)
The changes are the results "from mission changes, congressional directives, and implementation of the expeditionary aerospace force (EAF) concept.
It says, that "the Air Force Research Laboratory plans to invest more research money in space-related programs beginning in fiscal 2000."
From July 2000 to January 2001, Stephen Cambone became Staff Director for the Commission to Assess United States National Security Space Management and Organization.
In January 2001, NIPP (National Institute for Public Policy) President Keith Payne led a team that produced the study "Rationale and Requirements for Nuclear Forces and Arms Control".
Among the study team participants had been:
Stephen Hadley, Stephen Cambone, James Woolsey, and Keith Payne who served on the Nuclear Deterrence Advisory Panel.
Then we had the important role of Donald Rumsfeld:
Already in 2000, Rumsfeld was tapped to head this new, 13-member commission "to Assess United States National Security Space Management and Organization."
Among the findings of this commission:
* The United States faces the possibility of a "Space Pearl Harbor"--a sneak attack on its space-based assets.
* "Our growing dependence on space, our vulnerabilities in space and the burgeoning opportunities from space are simply not reflected in present [military] institutional arrangements."
* The United States must not sign any treaties that would prohibit weapons in space.
* War in space is inevitable.
Among other members had been William Graham (National Security Research, Inc.).
Graham is an expert in the electromagnetic pulse created by nuclear weapons. He has a Ph.D. in physics and served as science adviser to President Reagan. He also sits on the board of advisers to Gaffney's Center for Security Policy.
Other members: Adm. David E. Jeremiah (Mitre Corp, Litton Industries).
Rumsfeld was also head of the Tail-to-Tooth commission, to "enhance congressional oversight, control and flexibility" of the Dod.
Most notable, he delivered a speech on its final concept on Sep10th, 2001.
Some weeks earlier, on July 22, Rumsfeld initiated a "highly classified directive to Air Force Gen. Richard Myers, chairman of the Joint Chiefs."
This changed the nature of Special Operations forces — and the Pentagon — by giving commanders the authority to plan and execute missions on their own with a minimum of bureaucratic interference.
The countdown to 9/11 continued.
Already working on a "special operation" to invade Afghanistan, but still sitting at AFB Tampa, Florida: Commander Charles Holland.
Not far away from AFB Tampa, Raytheon's Airport Services, a private hangar, which would eventually fly out "high-ranking Saudi royals" and "Bin Laden family members", on their way to New Orleans, right after Sep11th.
During early 2001, Rumsfelds Deputy national security adviser Stephen Cambone, continued to influence the military think tanks.
At the same time, James R. Clapper of the NRO (National Reconnaissance office) worked on a transfer of its program offices to NSA and NIMA.
NIMA, the 'eyes of America', was basically a merger of the CIA’s center for interpreting spy satellite imagery with the Defense Mapping Agency.
All intelligence agencies, including FBI, CIA, NSA, NIMA and NRO continued to ignore oversea intelligence warnings on a pending attack on the United States.
A couple of smarter FBI agents and -informants, who tried to warn from inside, got blew off.
Also since 1997/98 and leading into 2001, a list of smaller defense companies, here described as "shells", started to work on a huge space defense project.
Some of them got also involved in the NSA/NRO/NIMA program "Trailblazer" and other connected projects. The players:
1)
Titan Corporation
Since 1997, Titan (former director was ex-CIA James Woolsey/PNAC) was already contractor of the FAA Air Traffic Service to work on new data integration and design/development (Titan Software Systems).
Since June 1998, Titan and PointCast Inc. started to work on an intranet solution for the Air Traffic Service.
Titan also developed the "FPC-FAA FY 2000 database application", which worked on the "FAA Supplier Parent Active View Screen".
On February 12, 2001, Titan Systems Corporation has been awarded a $100 million contract for software Independent Verification and Validation (IV&V) services in support of specified NASA Programs.
Issued by the NASA's Goddard Space Flight Center, one agreement supports multiple NASA centers including Ames Research Center, Moffett Field, CA; Glenn Research Center, Cleveland, OH and the Goddard Space Flight Center Earth Sciences, Greenbelt, MD.
Titan's Board of Directors included ties with Litton Industries, General Electric, PanAmSat, SAIC and Lockheed Missiles and Space Company.

"The Big 3"
On March 29th, 2001, the NSA awarded three prime contracts for TRAILBLAZER 1, to "develop analytic capabilities to meet the challenge of rapidly evolving, modern telecommunications".
The prime contracts were awarded to Booz Allen & Hamilton, Lockheed and TRW.![]()

"Logicon Task Team", part of Northrop Grumman
This "task" included Veridian (in 2003 aquired by General Dynamics), Advent Systems Inc., Mountain View, EDS, Advanced Engineering & Sciences, RDR Inc., SRS Technologies.
In March 2001, Logicon TASC officially announced their five-year, $57 million contract for "Trailblazer" (WP reported.
Another subcontractor of Logicon TASK (diff. sp.) became Modern Technologies Corporation (MTC) of Dayton.
MTC included Kenneth A. Minihan (ex-NSA, ex-DIA) and General Lawrence A. Skantze (ex -U.S. Air Force).
Veridian had also close ties with AMS (in 2004, two different parts got acquired by CGI and CACI).
AMS is a NASA contractor. On their board is Neil A. Armstrong (Apollo 11), Dr. Joseph P. Allen (Apollo 15 and 17), Steven C. Beering (Eli Lily) and Dr. Sally K. Ride (mission specialist on space shuttle flights in 1983 and 1984).
During early 2001, this "team" had already enough lobbyists on the Defense Policy Board, to cover their projects:
Chris Williams (special assistant to Rumsfeld), James Woolsey (ex-CIA, PNAC), Bruce P. Jackson (ex-vice president of Lockheed), Richard Perle (PNAC), Jeane J. Kirkpatrick (AEI, PNAC), John Sheehan (Bechtel), William Owens (SAIC), Thomas Foley (AkinGumpStrauss, representing Khaled bin Mahfouz), David Jeremiah (On June 13, 2001, Jeremiah briefed Donald Rumsfeld with "recommendations to improve quality of life and morale of the total workforce").
Meanwhile, "Trailblazer" was already more than just for space defense, but also part of the "Trans Orbital Lunar GPS Experiment", including TransOrbital's "private, robotic prime mission to return HDTV video" from lunar orbit.
More from the Logicon Timeline:
On March 1, 2001 Logicon Inc., received an outsourcing contract from Vought Aircraft Industries Inc., a drone specialist.
On March 7, 2001, Logicon received a contract to provide computer operations and software programming services to the U.S. Air Force Weather Agency (AFWA) at Offutt Air Force Base, Neb.
On June 14th, 2001, Logicon received another $75 million contract with the Pentagon.
On July 3, 2001 , Logicon Inc., provided the ground command and control software for the successful verification test of The Boeing Company's National Missile Defense (NMD) booster at Vandenberg Air Force Base, Calif.
Finally, on Aug. 6, 2001 Logicon Inc., partnered with CSC in a joint venture, the Eagle Alliance, that has been selected by the NSA for the "Groundbreaker contract".
On Aug. 20, 2001 Logicon Inc., announced that its Logicon FDC unit has been selected for NASA's Scientific and Engineering Workstation Procurement III (SEWP III) contract.

"The Eagle Alliance"
This "alliance" included ACS Defense, BTG, CACI, Compaq, TRW, Windemere, Fiber Plus, Verizon and Superior Communications.
On July 31, 2001, the Eagle Alliance received a $2 billion-plus "Groundbreaker contract" from the NSA.
The Alliance was a joint venture led by Computer Sciences Corporation, which later aquired DynCorp.
Since 1997, the NSA had also another code project, called "Soft Landing"
DPC Technologies was among their contractors.
DPC was also a member of CSC's Breakthrough team, the Agency's pilot program for outsourcing, launched in 1998.

ACS' Intellisource
In July 2000, Intellisource wins a NASA contract.
In April 2001 BTG aquired RPI, which was working on exercises to respond to possible chemical or biological terrorist attacks.
Among the board members: Dr. Edward H. Bersoff (ex-Logicon, Inc.), Raymond T. Tate (ex-NSA, Raymond Tate Associates, Inc., a firm specialised in intelligence satellites).
BTG also offered "shredder software" to its U.S. military and intelligence clients (see The Abu Ghraib-9/11 connection)
BTG also was working on "Trailblazer", together with employees from BoozAllenHamilton, in the same Pentagon wing, which later officially got hit by "AA77".
The wing was fresh renovated by oil construction company AMEC Plc.
Only 9 days after Sep11th, BTG announced to be acquired by Titan Corporation.
It was also Titan, who provided their disinfection systems to Post Offices in October 2001, after anthrax was discovered in mailings to members of Congress and journalists.
Speaking about the strong partnership with the NASA, yet another disturbing pattern coccured on Sep11th, which might point on a complex involvement of simulated paralell "hijacked" flights, as part of a distraction strategy:
According to one article of the Acron Beakon Journal (see "Woodybox: The Cleveland Airport Mystery"), 200 passengers were brought into a nearby NASA facility.
This is the NASA Glenn Research Center, located near the west end of the airport. It was already evacuated. It says, that these passenger came from Delta 1989, taken into a "secure building at the airport".
However, according to other articles, there was also grounding and evacuating of other flights, most disturbingly one of them was "flight93".
These strange details are still under independent investigation. The 9/11 panel put their blindfolds on.
According to researcher LoneStar, the Runway 6L/24R is 6800 feet (too short) and Runway 6R/24L is 8999 ft (no chance for a spot of a second flight).
In his guess, the "mystery flight" landed on the longer of the two, Runway 6R/24L coming in from the Northeast and proceeding to the southwest end of the runway.
He argues, that those passengers boarded shuttle busses brought over from the I-X Center and were transported to NASA Glenn.
However, the question remains: Where did the "200 passengers" come from, if Delta1989 had officially much less than that (69)?
Was Delta part of a passive terror drill, same to the other mystery flight?
Did these terror drills also include other grounded flights, which got investigated by the FBI, but almost undisclosed to the public?:
(the following reports conflict with each other, the flight with "hijacker suspects" Shah and Azmath, was most obvious to the majority of reports, Flight 679)
1) Flight 679
".... They also both had flight training. They had boarded Flight 679 in Newark, New Jersey, at 6:10 a.m., bound for San Antonio. [Washington Post, 9/20/01, Village Voice, 9/25/02] The flight was diverted to St. Louis after the WTC was hit. Shah and Azmath then took an Amtrak train headed to San Antonio.."

"...The FBI is investigating American Airlines Flight 43, which left Boston about 8:10 a.m. bound for Los Angeles and was canceled minutes before takeoff due to a mechanical problem. [BBC, 9/18/01, Chicago Tribune, 9/18/01, Guardian, 9/19/01] Another version claims the flight left from Newark and made it as far as Cincinnati before being grounded in the nationwide air ban. [New York Times, 9/19/01]..."

"...Two men arrested on 9/11 may have lost their nerve on American Airlines Flight 1729 from Newark to San Antonio via Dallas that was scheduled to depart at 8:50, and was later forced to land in St. Louis..."

"...There may have been an attempt to hijack United Airlines Flight 23 flying from Boston to Los Angeles around 9:00 a.m. Three Middle Eastern men angrily refused to get off the plane when it was canceled, then escaped security (see September 11, 2001 (I).."
10) Flight 160 **
"...A box cutter knife was found under a seat cushion on American Airlines Flight 160, a 767 that would have flown from San Diego to New York on the morning of 9/11 but for the air ban. [Chicago Tribune, 9/23/01]..."
11) Drone
According to CNN, one spy plane got lost on the early morning of Sep11th, but it was one "over Iraq".
It should be interesting to note, that most of the other flights got grounded in Gander, Newfoundland, without any "investigation" at all:
Delta Flight 37, Air France Flight 004, United Airlines Flight 929 or Delta Flight 15.
A witness reported:
"...as we taxied closer to the terminal, we saw many more large planes from all over the world - Air France, British Airways, Sabena, ATA, Al Italia, Lufthansa and so on, as well as American operated airplanes such as Delta, USAirways, TWA, Continental, American and United..."
As public records clearly proved, but denied by both 9/11 commission and NORAD/NEADS, on September 11th, apparently 5 code names implicated different war- and anti terror drills, which took place at the same time of the "official hijacks":
Vigilant Guardian, Vigilant Warrior, Northern Vigilance, Northern Guardian and the unnamed NRO drill, which was cancelled on the last minute.
It included a simulation of a plane crash into the NRO headquarters (near Dulles Airport, Virginia).

The NRO didn't testify on this drill yet.
One of the invitations should go to director Peter B. Teets, Keith Hall, former
director on Sep11th (he also gave the order to evacuate NRO after the WTC attacks) and Dennis D. Fitzgerald, who was selected only a few weeks before Sep11th as the new Deputy Director, appointed by George J. Tenet on August 3, 2001.
This happens 3 days, before Tenet would deliver a PDB to George Bush, 5 days before James R. Clapper became director of NIMA (also known as "the 'eyes of America'").
On June 5th, 2004, Mike Ruppert announced, that he "obtained an on-the-record statement from someone in NORAD, which confirmed that on the day of 9/11 The Joint Chiefs (Myers) and NORAD were conducting a joint, live-fly, hijack Field Training Exercise (FTX) which involved at least one (and almost certainly many more) aircraft under US control that was posing as a hijacked airliner."
Unfortunately, since then, no further info was released. The final puzzle pieces?
Did the war drills include commercial aircraft, and if so, where did they ground them?
The 9/11 panel seems to distract from these war drills and offered another spin:
"...The September 11, 2001 attacks were envisioned as a bigger strike involving 10 planes..."
Who really run these 10 planes?
Then we had yet another bio drill, which was planned for Sep12th in New York: triPOD.
The triPOD-Titan connection
On the morning of September 12, 2001, Richard Sheirer, director of the mayor's OEM (Office of Emergency Management), "was scheduled to conduct a biological-terrorism drill in a cavernous commercial warehouse on the Hudson.
Known as tripod -- short for "trial point of distribution".
For an audience, Sheirer had lined up Mayor Rudy Giuliani, the police and fire commissioners, and representatives of the FBI and the Federal Emergency Management Agency (FEMA). He had hired over 1,000 Police Academy cadets and Fire Department trainees to play terrified civilians afflicted with various medical conditions, allergies, and panic attacks. He had even arranged for a shipment of 70,000 M&Ms to be delivered and divided by color into medical packets representing different prophylactics and vaccines. But the M&Ms never arrived".
We know why, 5 other war/anti-terror drills and TriPOD got "surprised" by an attack on the Twin Towers, but had not been able to intercept the planes, or evacuate the buildings in time.
Why?
The emergency program for the triPOD drill was developed by Nathaniel Hupert from Cornell University.
The contract had task order number 290-00-0013.
The purpose of this contract was to evaluate the emergency response capacity of the New York Presbyterian Healthcare System and to model the effects of a hypothetical large-scale anthrax bioterrorist attack in New York City using discrete event simulation software.
The exercise was funded by US Department of Justice.
It's important to point out, that the US Department of Justice had obviously prior knowledge about a bioterror attack. (PowerPoint Presentation.
On the day of Sep11th, the White House was ordered to take Anthrax Vaccines.
Was the original anthrax "attack" planned for Sep12th?
One of the other funders for the emergency study was Alvin Mushlin (Cornell University) and the Manufacturing Engineering Laboratory of NIST, meanwhile famous for their "investigation" into the Twin Towers Collapse, by ignoring another collapse of WTC 7.
Another funder was the DHHS Agency for Healthcare Research and Quality.
Nathaniel Hupert's program was not useless and the "drill" not really postponed.
In October 2001, during the anthrax event in New York City, the research team – part of AHRQ’s Integrated Delivery System Research Network – did live testing of the models they had developed.
As one can see, it had the same contract number: 290-00-0013
We remember: "Anthrax was found" in the NYC office of Governor George Pataki.
But who else profited from this "exercise"?
A hint in some newer documents brings us once again back to Titan Corporation and a man called Jock Bond (Deputy, Emergency Management Division, Titan Group)
However, this guy is hard to find in the database on Titan's website.
But there seems to be a clue, that Jock Bond and Titan worked already with the same team, since the late 90s on BioTerror Drills.
Another pre-Sep11th document of NIST shows, that Jock Bond was involved in dozens of "EMD Exercises" between 1997-2003.
We also remember, that Titan had close ties with Research Planning, Inc., which they finally aquired in November 2001.
In June 2001 RPI had been awarded a contract by the Department of Justice, and their Office of State and Local Domestic Preparedness Support.
Another connection with triPOD?
Then there is the oil connection:
RPI's Cofounder Dr. Miles O. Hayes (which also had a subsidiary office in San Salvador, El Salvador) has had first hand experience at many of the major oil spills that have occurred in the past 17 years, including the METULA, AMOCO CADIZ, URQUIOLA, IXTOC I, and EXXON VALDEZ spills.
Another press release from June 2001, makes it more clear, that Jock Bond was also working for RPI:
BTG's Research Planning, Inc. (RPI) was supporting the Department of Justice "with exercises to help prepare officials to respond to chemical or biological terrorist attacks". These exercises are an essential element of the Domestic Preparedness Program (DPP) established by Congress in 1997.
"...Jock Bond, Director of RPI's Exercises and Training in Emergency Management, said the Department of Justice has taken a leading role in training community officials to prepare for possible attacks by terrorists using chemical or biological weapons of mass destruction..."
Since March 2003, Jock Bond didn't appear in any new press releases of either RPI or Titan.
A look into the search engine from Titan remains succesless or ends up with "bond market conditions".
Softwar(e)
There are many speculations, that 9/11 needed some "inside manipulations" for this "military operation". Some also argued, that some of the war drill planes or even the official "hijacked" planes got remote controlled to reach their targets.
The list of the following suggestions includes some programs and institutions, which possibly got infiltrated, sabotaged or otherwise manipulated:
Center for Advanced Aviation System Development (CAASD)
CAASD is the FAA’s Federally Funded Research and Development Center.
In 1998, director Amr A. ElSawy was responsible for the establishment and operation of a new MITRE-controlled affiliate (AvInt) and led the development of its Aeronautical Information Services business.
He was also responsible for guidance of the information technology investment strategy and leadership of the international aviation work program in Egypt.
Display Channel Complex Rehost (DCCR)
DCCR had been in use in Ronkonkoma since May 1997. It replaced the Display Channel Complex (DDC)

Display System Replacement (DSR)
In late 1999, the New York Traffic Control Center in Ronkonkoma started with a transition of the Enhanced Direct Access Radar Channel (EDARC), "providing a highly reliable interface to the National Airspace System (NAS) for control of commercial, general aviation, and military aircraft in the United States".
As we learned in May 2004, it was revealed, that FAA manager Kevin Delaney of Ronkonkoma, destroyed some air traffic controller tapes from September 11th.

Fieldsoft
In October 2000, Don Abbott from the Command Emergency Response Training, eFilms, organised a Pentagon Mass Casualty Exercise (MASCAL), as the crash was called, just one of several scenarios that emergency response teams were exposed in the Office of the Secretaries of Defense conference room.
On Oct. 24, there was a mock terrorist incident at the Pentagon Metro stop and a construction accident. For this case, Abbott built a miniature pentagon building and crashed planes into it.


Don and Bev Abbott worked also on "Abbottville - A Disaster Waiting to Happen" to RRT-4.
Since 1987, Emergency Film Group had already produced and distributed award-winning training films, videos and DVDs of interest to the hazardous materials, counterterrorism, environmental and emergency response.
Among their customers of Emergency Film Group are Boeing, CIA, Department of Defense (Biological Warfare Defense), Department of Homeland Security, Eli Lily, FAA, FBI, FEMA, General Electric, GSA, Honeywell, Lawrence Livermore, Lockheed, Los Alamos, NASA, NSA, Raytheon and Westinghouse.
One of their leading simulation software is FdonScene.
It was George Bush, who erstwhile approved FdonScene, when it was first endorsed by the Texas Fire Chiefs Association, while he was governor (1998).

FieldSoft, Inc. announced that the U.S. Air Force Operational Test and Evaluation Center completed a comprehensive field evaluation of FDonScene command, accountability, and pre-plan software.
The evaluation (conducted at Luke Air Force Base, Arizona) comprised of planned exercises and actual emergency responses.
September 4, 2000
FieldSoft announced today that CERT of Indianapolis, IN. has selected FieldSoft's FDonScene software to augment their tactical and incident command training simulation exercises.
Bev Abbott reports that active use of the product is planned for "the start of our 2001 series of trainings".
September 11th, 2001
"Coincidentally", a new trial software of FDonScene (for the fire service) was installed in time on the morning of 9/11.
In a report on the Fieldsoft website, one can read, how it was used:
"...Over 700 victims passed through the Atlantic Highlands Ferry Port in New Jersey following the September 11, 2001 WTC attack. Two fire departments, three local police departments, as well as representatives from county, state, and federal agencies were on hand to assess and assist the victims as they embarked. Emergency units on the scene included 40 ambulances, an FD communications unit, a decontamination unit, and 10 pieces of fire apparatus. A communications unit member on scene at the Port, who had seen a ninety minute demonstration of the software a few days earlier, brought a trial copy of FDonScene on line and used it to track people, resources, and events. A second person watched how the software was being used, and took over operation of it a few hours later. Overall, the software was operated successfully for 14 hours....."
Right after Sep11th, Fieldsoft also hooked up with Aether.
Aether's Chief Executive Officer David Oros was former president of the Wireless Data Group for Westinghouse Electric, where he directed large programs in advanced airborne radar design and development.
Also President Frank Briganti, prior to joining Aether in July of 2000, spent nearly 20 years with Westinghouse Electric Corporation and Northrop Grumman.

Standard Terminal Automation Replacement System (STARS)
In 1997, John M. Shea, Jr., from the National Air Traffic Controllers Association (NATCA) announced the STARS Human Factors Work Group that consisted of FAA’s STARS program office, Air Traffic Requirement Services, Air Traffic Operations, air traffic controllers, technicians and human factor representatives.
This group, supported by MITRE Corporation "identified over 100 STARS operations that required repair or modification".
The software design coding was to be completed in September 2001.
Head of NATCA was John Carr.
Prior to his election in September 2000, he worked as an air traffic controller at Kansas City International Airport, the Chicago Terminal Radar Approach Control (TRACON) and at Cleveland Hopkins Airport.

Right after Sep11th, the FAA requested that reporters not ask controllers questions about their experiences, because an investigation is ongoing.
However Rick Kettell, manager of the Cleveland Center, briefly talked about the day and said that although Flight 93's transponder, a beacon to track the aircraft, was shut off after the hijacking over Ohio occurred, the signal sporadically came back. He said that indicated the flight crew was trying to keep communicating with controllers.

The Northeast Air Defense Sector was activated on July 1, 1987 at Griffiss AFB, New York.
The mission of NEADS was and still is to provide the earliest tactical warning and assessment to national command authorities against manned bomber and cruise missile threats.

The panel is yet another "front" for the ongoing business ideology for Space, Pharmacy, Oil and War.
